I wouldn't say we're not smart enough. What NASA and the world does towards the space program is absolutely amazing. It's the lack of resources and the human limitation that holds us back. We don't have anything that can move close to the speed of light and even if we did it would take years for us to travel to a spot that we don't even know exists.

Because life on other planets is probably not carbon based, so our instruments couldn't pick up on them. Besides, even if they were carbon based, there are 100 billion galaxies with billions of stars. honestly it would be complete luck to ever find life on a another planet. i doubt it will ever happen. but i don't doubt that there are millions of planets that have thriving ecosystems and intelligent life. a million planets would still only be 0.001% of the total planets out there for all we know
