The south doesn't make ANY top runners. Where I am in Florida there are no hills and the only thing that would make you faster in the North East is the heat.

He's saying the lack of heat in the northeast will make you better. It's like altitude, you get accustomed to it where you live, then when you move away you don't have to deal with it anymore and everything seems easier.

IMO,
Altitude
Type of terrain (hills, footing, etc.)
make you faster/better because once you return to sea level for competition you handle oxygen better and you are use to running hills so the flat course/hilly course is easy
