I'll take a sorta pessimistic view, but every relationship is going to end in hurt. Either you break up, or eventually one person will die first. Pain in life is unavoidable, so we just have to do our best to deal with it when it happens, and make the most of the happy times. When he says "you don't know that" he either does want to go out with you but isn't sure, or he's playing games with you. (I tend to think it's the former). Just try spending more time with him and hopefully something will happen? (Maybe a kiss on new year's eve?). If all else fails, try liquor, it usually works.
